The meters are passive components in the network that are not usually managed in the GIS. However, as they are becoming increasingly controllable with the advance of digitalization (smart meter topic area), they have been included as network elements. These are usually managed as details in ServiceConnections.
They are preferably modeled as factual data objects (no graphics) because there is a 1:n relationship between ServicePoint and CustomerMeter.
