When generating an asset package, the Windows system language and the language settings of ArcGIS Pro has no influence on the end result.
When preparing a Utility Network, the Windows system language has no influence on the end result; however, the language settings of ArcGIS Pro do, except if ArcGIS Pro is set to English. If, for example, ArcGIS Pro is set to German, certain domain information is automatically translated into German. In this case, only Network_5_*-domains are involved.

If an asset package is generated again from the Utility Network using German descriptions, the description remains in German, even if ArcGIS Pro is set to English.
Summary: If the domain is translated into German once, then this translation will always remain in German.
